Supplemental Payments
The Department of Community Health provides various supplemental payment programs for Medicaid eligible acute care hospitals.
Programs
Disproportionate Share Hospital (DSH) – Per Social Security Action Section 1923(d), Medicaid Disproportional Share Hospitals Payments are payments made by State Medicaid program to qualifying hospitals that serve many Medicaid and uninsured individuals. These payments are intended to offset the hospital’s uncompensated care cost, improve access for Medicaid and uninsured patients and assist with the financial stability of safety-net hospitals.
Upper Payment Limit (UPL) – Payments made to Medicaid qualifying hospitals, physician groups and physician extenders beyond the hospital and physician base rates.
Direct Graduate Medical Education (GME) – Payments help support teaching hospitals with the direct cost of training residents (salaries) and the indirect cost of associated with more severe case mix.
