Upper Payment Limit (UPL)
The Upper Payment Limit (UPL) is a payment made to a class of providers based on the difference between base fee-for-service payments and the amount the provider would have been paid by Medicare for the same services. The Georgia UPL is paid to various Medicaid eligible provider types. Currently the Department has a UPL program for the following eligible Medicaid provider types.
- Hospital Inpatient and Outpatient (government affiliated and Tier2)
- Nursing Homes (hospital based)
- Physician (attending and mid-level)
- Ground Ambulance Providers (hospital based, 911 private)
- Intermediate Care Facilities (state owned)
The Georgia UPL is a paid using federal and state funding. State funding is provided by intergovernmental transfers or provider assessments.
