Testing Experience and Functional Tools (TEFT)

In March 2014, the Centers for Medicare & Medicaid Services (CMS) awarded Health IT a four-year Testing Experience and Functional Tools (TEFT) grant, to test quality measurement tools and provide e-health in Medicaid community-based long-term services and supports (CB-LTSS). Health IT partnered with the Georgia Tech Research Institute (GTRI) to successfully execute the TEFT grant from March 2014 through March 2018, with an extension through March 2019. 

The four components of TEFT are as follows:

• Experience of Care: Field-test an experience survey to assess services rendered to the Medicaid CB-LTSS population.
• Functional Assessment Standardized Items: Field-test standardized functional assessment items to measure functional ability, mobility and activities of daily living within the Medicaid CB-LTSS population.
• Electronic Long-Term Services and Supports Standard: Identify, evaluate and harmonize Electronic Long Term Services and Supports (eLTSS) standard for eLTSS records in conjunction with the Office of National Coordinator's (ONC) Standards and Interoperability (S&I) Framework.
• Personal Health Record: Demonstrate the utility of a Personal Health Record (PHR) for the Medicaid CB-LTSS population.
