Notice of Upcoming Invitation for Proposals Opportunity for State Health Benefit Plan Pharmacy Benefit Manager

The Georgia Department of Community Health’s (DCH) State Health Benefit Plan (SHBP) plans to issue a Pharmacy Benefit Manager - Invitation for Proposals (IFP) on August 4, 2025 for response by interested parties. SHBP is responsible for administration of the health insurance coverage for state employees, teachers, public school system employees and retirees who elected coverage (including annuitants and former employees on extended coverage), and covered dependents.

This IFP will include a separate opportunity to administer Pharmacy Benefit Manager services for the Board of Regents of the University System of Georgia (USG). USG is responsible for 26 public colleges and universities across the state of Georgia, including four research universities, four comprehensive universities, nine state universities and nine state colleges. It also includes the Georgia Public Library Service and the Georgia Archives. USG manages the administration of healthcare plans on behalf of eligible employees and their families.

SHBP and USG are seeking highly qualified Pharmacy Benefit Manager organizations that will partner on a multi-year agreement to manage the self-insured Active and Pre-65 non-Medicare Advantage Retiree pharmacy plan design, claims processing and oversight, member services, maintenance of a robust network of Retail and Mail Order pharmacies, supporting clinical and medical management programs, and maintaining compliance with any State and Federal rules and regulations.
