DCH Appoints Emily Yona as Chief of Staff

The Georgia Department of Community Health (DCH) announced today the promotion of Emily Yona to Chief of Staff. She previously served as Senior Advisor to Commissioner Russel Carlson, where she collaborated closely with the Commissioner on key agency matters, offering guidance on core initiatives, organizational priorities, and operational improvements. She has also served as a liaison on behalf of the Commissioner when needed.

“Since Emily has been with DCH, she has served as a trusted advisor and strategic partner, providing valuable support across a wide range of priorities within the agency,” said DCH Commissioner Russel Carlson. “Her strong background in healthcare policy as well as her proven leadership will be a tremendous asset – not only in overseeing the agency’s day-to-day operations, but also in helping to shape our long-term direction. Her knowledge and experience will play a significant role in both advancing our efforts and driving the agency’s mission forward.”

In her new role, Emily will manage the agency’s daily operations and coordinate cross-departmental teams to ensure goals are met. She will also help guide key decisions, lead crisis communications efforts, and continue supporting the Commissioner, while fostering stronger communication and collaboration across the agency.

Before coming to DCH, Emily worked for Impact Public Affairs firm, where she served three years as director of policy and legislation, overseeing all state-level policy issues with expertise in healthcare and education. Her service also includes prior experience with the Georgia Dental Association, Georgia Alliance of Community Hospitals, and Cornerstone Government Affairs. She received her bachelor’s degree in public relations from the University of Georgia, and dual master’s degrees in business administration (MBA) and healthcare administration (MHA) from the Robinson College of Business at Georgia State University.
