Office of Procurement Services (OPS)

The Office of Procurement Services (OPS) is responsible for the centralized procurement of goods and services for the Georgia Department of Community Health (DCH). Procurement Services are made available to DCH's three administratively attached agencies upon request. It is the mission of OPS to obtain quality goods and services at the lowest reasonable cost for the best value, while operating at the highest standards of ethical conduct and achieving optimum results for its members and recipients.

For most procurements, DCH OPS acts in conjunction with or under the support of the Department of Administrative Services (DOAS), which oversees purchasing services for the state. The Georgia Procurement Manual (GPM) is the official source for all administrative rules issued by the Georgia Department of Administrative Services (DOAS) through its State Purchasing Division (SPD) to govern purchases made by certain state government entities.When statutorily allowed, and consistent with DCH OPS policy, specific procurements are conducted independently of DOAS. Purchases and contracts are awarded based on competitive processes whenever practicable and all qualified vendors are invited to participate in competitive opportunities.

DCH provides notices of certain bid opportunities on the DCH Web Site. The DOAS Georgia Procurement Registry (a searchable database) is the official site for state agencies bid opportunities. Interested parties should visit the DOAS Web Site for a comprehensive listing of bid notices and related documents.

Suppliers interested in doing business with the state are encouraged to register their companies with DOAS to be on the state's supplier list and establish eligibility to receive bid notices.

The Grants Unit within the Office of Procurement Services was created in March 2006 to support initiatives throughout the DCH that are funded by state, federal, and other grant sources. The charge of the unit is to ensure fairness in all aspects of the grant process including grant development, application, evaluation and award as well as compliance with mandated and procedural requirements. The unit is also responsible for proper dispensing of grant funds and the governance for services and activities by both grantees and all DCH staff involved in the grant process.
