Freestanding Cost Report changes

• Removed the ability to enter an amount for Depreciation (col 7 and 8) and Accumulated Depreciation (col 4) for Construction-Work-In Progress. Also changed the formula for these three columns to not include those cells. (SCH D, PG 25)
• Updated the protection macros so that only the standard tabs are protected and not any tabs that the provider may include for additional support.
• Added a "Paste Special Value" button on the Mapping B tab to allow provider's to paste mapping items and not affect the protections of the worksheet. This macro works in the same manner as Microsoft Excel's paste special function, but makes it easier for the provider to complete the task.
• Added Schedule B-3B to the Freestanding, Hospital-Based, and State-Institution Cost Reports. This new schedule will be used to capture a provider's Ventilator Program Costs and Patient Days.
